We have recently changed the authorization required on our Tools so that Anonymous users could use many of the less CPU-intensive Tools without the need to register. We have, however, inserted this pause before loading the tool in order to encourage Anonymous users to register with us. Registered users do not have to view this page before using a Tool. Registration allows us to:

• Troubleshoot problems more easily
• Refer to specific numbers of users when asking grant renewals
